Freelander ews 3 problem

i have this freelander ews
after replacement of engine
car refuse to start
i asked for ews and key so i can compare both
result i got was vin missing
ews and vin does not match but comfirmed it's a key from ews
i tried to make another chip but couldn't even get to crank car
i tried to scan fix with tango it comes up with error message "can't fint transponder password
i got another complete starting unit from another car and car starts fine
what could be the problem of this file
i have make 3 chips to ews all same result

Copy all from other working ECU set and make new transponder .Then start the car m8....

yes,this is the vin

i can only copy ews but can't copy engine ecu
i dont have the right tool to do that

Eeprom 5p08 is enough to copy from ecu m8
