More than likely its banned via the console ID, so not serial. ip or above. Why was it banned in the first place?

If you believe its wrong contact sony as only they can unban the console as the console code will be hidden probably within the nand

banning is the id on the ps4 only.
you would had to program reflashed it with another id
which is not worth doing.
