can't install volvo dice

hi guys.

i'm trying to install china volvo dice 2014d
my laptop specs:
windows 7 home 64 bit
IE 10 (also tried IE 11, and IE 8)
8gb ram
c disk is ntfs. with 30gb free space

but i still get this error:

setup will end.
any tips?

I have only managed to work well in windows xp service pack 3.
