My problem...
VW Golf VI PCR2.1 1.6 TDI
When it's cold outside holds 1000rpm idle speed until the moment engine up to normal operating temperatures (90)
damps attached

Is very normal on that engine my friend.
You can change idl rpm with VCDS but no needed.
