Passat new ESCL adaption

I have Passat B6 which I've replaced ESCL with a brand new one and now I try o adapt using VCDS
If I go to 25-Immobilizer I get error 22: Conditions not correct
If I go to 46-Confort I get error 35: Invalid key
Pin Is 23729 from CCM
Engine ecu accept this Pin
What could be wrong?

Make sure a battery charger is connected so the voltage is maintained.

Leave channel at "00"
[Read]
[Save]
[Done, Go Back]

[Security Access-16]
Enter the vehicle PIN in a 5 digit format.
[Do it!]
[Adaption - 10]
Read Channel 051.
The Stored Value will be 32000. Enter the PIN in the New Value box.
[Test]
Wait | N/A | N/A | N/A Will be displayed. Wait until the ID numbers are transferred into the first 2 boxes. If you aren't sure, be patient and wait at least 30 seconds!
[Save] (Note: if Save is not available and the data in the last step has transferred continue by exiting)
[Done, Go Back]

Check fault codes in all installed control modules and clear them as needed

I've followed the exact same procedures but when accessing Security Access-16 and entering the PIN vcds say "Error 22: Conditions not correct"
I don't have waiting times
I should leave ignition on longer?

Yes, I guess either the pin is wrong or the modules is corrupt or have been changed in the past.
Basically won't accept the pin to enable channel 51

first make sure you do not have any Lock out time at measuring block value 024, if you do just wait till it goes off , switch ignition off/On then go to adaptation CH50.

If look at fault code ,ecu have same power trable not immo/escl/key....... .

Turn Hazards On, and switch light switch off/on for about 10 min to keep CCM alive.
After that Try procedure in post #2 but with out security access with PIn, , go straight to adaptation Ch51 and see what will happen.
