Volvo V70 2000 does not start. Message: "Start prevented Try again".

Hello, dear DK users and professionals.

First of all, the car has lost all keys. Tried to recover the CEM image. Now CEM says there are 3 keys and sees the key inserted. Volvo syncro tool says that syncro bytes are all in place, but when trying to start the car, the message "Start prevented try again" is displayed. I am missing something.

Also attached 2 Volvo Vida screenshots that may help to locate the problem.

CEM+ECM dumps are attached. Any advice, help needed, please.

I have read this with 2 different devices, Orange5 and Minipro TL866. The result was exactly the same. I have been told, that things go much harder and that codecard utilite does not help in my situation. Now looking for the information about wheither can Tango OEM do Volvo keys or not.

I believe Tango can do keys. I need some done as well so may be time to purchase...

Original Tango does these keys no doubt. Nobody confirmed OEM (chinese version) does them so far.

May i ask you for help. I am attaching two files. CEM image from other car with valid keys and the engine eeprom from the car that does not start. We just need to make car move, so i ask somebody to help with modifying ECU eeprom to sync the ECU to the CEM.

The last image of CEM is actually a combination of original car's vin and configuration part and immo part of working car. I am doing it for the first time and actually, i have no plans to do it again. Next time i will buy the service from good level specialist. But this time i thougt we can manage with taking working cem with valid immo and put to other car and sync the ecu.
So post nr.6 CEM has three keys inside, just need to put the syncro to motor's eeprom. Do i still need Tango? I could only afford chinese OEM version of Tango. I could never pay off the original Tango price.

Program a used cem to virgin and then reload by Volvo Vida online.

You started :) Do the virgin dumps differ one from each other? There are so many 1999-2004 CEMs that are with different part numbers. How can i find virgin dump if there are so many different versions?

Pin code Free means what? You have to be connected to obdstar server and wait for a response. Or the tool is pulling the pin code Bcm memory via obd2? Is there adaptor that is needed to convert the pin? What system is it pulling the pin code from 5digit or 6 digit pin codes. Let’s see if you answer those questions, clearly.
