is it possible to enable needle sweep on 1J0920826A KOMBI+WEGFAHRS. RB8 V17 using hex editor

It's impossible. This could be enabled on VDO IMMO 3 cluster with a certain ROM ID.

If you want to do this hex away you must by this cluster autor/ingineer..........
