What tool for programming 2007 seat leon fr 2.0 tdi 170?

Hi what tool i need for this car all key lost via obd? Is a siemens ppd ecu. Obdstar vag pro can make it maybe? Is this car 3.5 immo no?

This car needs a tp23 transponder.
No cs needed, only pin.
Learning by obd,
Many tools can do these.

In this one I always add TP directly to immoblock after I make dealer key. When try to learn key there is time block and even when its over you cant learn key. VVDI2 works greate.

Tried to learn key without cs and didn't worked on 05 touran,all keys lost. used Vcds ori.
Car accepted the key only precoded with cs and locked.

The transponder has to be tp23 unlocked right?
I remember on the other touran I tried tp23 unlocked and locked, nothing..

Skoda Fabia 2008 - no need precode id48. VVDI2 read pin, but learn procedure not work. Im add key by vvdi2, but im use normal procedure : diagnostic -> immobilizer -> adaptation.
