Registering new UUSP Programmer

Hello friends.
I'm struggling trying to register a new UPA-S I got from TOMSAD.
I cannot find a link to register the UPA on Elrasoft.
Can someone give me a hint of how to do it, please?

elrasoft send u the user name and temprary pass....that u can change after ask penko...
