how there can calculate this value?
do they have a software?

They know how HP is in stock, make % tune up and calculate final HP. Or use tested solution on dyno.

You can't calculate HP. But knowing all technical data + experience based on dyno testing u will be able predict correct results which should be reached, but real value will be depend only from components and their steering conditions. That's all
