can anyone confirm if volvo is OBD read/write and what tool. (cmd have but i think some maybe be obd and some not as VR database may not have)

be obd..... first unlock on bench than read file. I try X17 1 month ago but he not write file and car not start. So first read full k-tag or vf2

With Magic and Autotuner you can first read on bench before unlock.
Than you can patch the Ecu (bench), with autotuner you can work after by OBD
