i have been given this cluster and it looks like someone has been playing and the prom is damaged, is there anyway to put a new prom on the cluster and learn back to the car

Sure, that's normally no problem if you have the right tools, and you can find a matching (or similar) dump. Post full partnr and software (SW) version.

Its a hard job évén if u put an other dump the car will not start because every dump have spécial encryption u need to Immo off your écu and program your keys again and make what we call Coding to match vin and pin... Etc

via epp dump you can only "wake up" cluster , then to program / fix internall error , need proper tools
I can fix it even if no epp, I can make it virgin ready to program

As said already there are 2 ways to fix this cluster.
First write a valid dump, then either make it really virgin so it can be adapted with ODIS, or try to read missing immo data from engine ecu and learn transponders.
