Chrysler stratus immo

I have a Chrysler stratus year 1997
We lost the original ecu so we had to pay another one.
The vehicle starts 3s and stalls.
We would like to find a solution.
We have read the eprom 95040 of the ecu as well as the hc11E9 of the bcm.
Here they are.

You only need to change the VIN number on the pcm 95040

Hello companions to see that give good solutions with immobilizer systems I want to know if someone can help me resover my problem, I have a Stratus 2000 which I need to access the immobilizer system to modify the VIN or restore memory. The reason is that I lost my key and the new key can not be programmed, the locksmith tried several types of scanner but with all showed (ECU not found) the power wiring and the can bus is in order. Is there any software in order to modify this data by means Of the OBDII connector?
