NEMO 1.4 All KEY LOST

Good afternoon to everyone. I have a customer with a Citroen Nemo 1.4 Diesel year 2008. ALL KEY LOST


As I understand it is a Fiat system.


The problem I have is that I do not have Zed-Full and the customer has the vehicle away.


Is it possible to make keys for this vehicle by eeprom / MCU?
