Mazda3 1.6 Hdi synchro ?

Hello, i have mazda 3 with changed dashboard i learn 2 keys and synchonise dashboard with PCM but i have no starter. Dumps from dashboard and ECM

I programed keys by obd and synchronise ECM with dashboard with IDS - there is no errors in dash or ecu.

Do you say that may be have mechanical failure ? But engine didn't cranking with ignition key... when i short starter relay engine cranking.
