when the temperature is less than 10 degrees, the car start well, but stays in safety mode, and it does not exceed 3000rpm, errors that appear P1462 P1350 P1351 P1352,

The 4 glow plugs and the glow plug relay have been replaced and the problem continues.

it is possible to eliminate dtc and deactivate safety mode, and EGR off (or say to ecu the car have more than 10 degrees)

If temperature is more than 10 degrees the car work well and have power.
