2007 Chevy Tahoe Check Engine Light always off

Got a cluster that the check engine light doesn't come on. When check on the sides of the LED there was no sign of any voltage going to the light. All other bulbs have voltage / light up. Has anyone on here ever experience this before? Input greatly appreciated.

Check brown and white wire from the ecm should be pin 68 at the ecm.
Speedo side should be pin 18.

If you have power at the pcm check for break in the wire.
Supply 12+ to pin 18 at cluster to check the led..

Yea we plugged in pin 18. Still no light on the cluster. I was thinking probably re-flowing the processor.
