MQB Immo without online coding

I have a MQB car (Skoda Octavia MK III FL) which has a broken engine ECU. Ibought a used ECU but I can not start the car becouse of the immobiliser.

A repiar shop said me that: "Bring me your insrument cluster and keys, then I will program your engine ecu immo. Is it possible to read the immo data from the cluster and key then write it to engine ecu without online coding? Some shops said that teher is no way to program ypur immobiliser without online connection. Which one is true?

Maybe ori dump good just need read this and paste to donor or take from this security block...........;)

Original ecu ise broken in an accident and removed from vehicle. I bought this car in crashed condition. In conculision we don't have the original ecu. which alternatives cen be used to start the car again?

The car is 2017 year. The ecu is 04c 907 309 ae bosch med 17.5.21 0 261 S10 530

Attach immodata from dash, synchdata from key and dump eep,flash ECU.

Bring the ecu to the shop and you will see!
If he can, he is good! Not all people share this information how he can do it! If he say: fix for you why still looking for information???
