Rpm limit when car not rolling, Audi A4 B7 2,0tdi PD bpw edc16

Hello

Can you do a RPM limit on it when the car not rolling ?
For example, 3500rpm when the car rolls below 12km / h


I know you can make it on a EDC15 ecu, but i dont know about this :)
