IMMO OFF MED 17.5 TC1766

I have Audi A4 2009 with MED 17.5 ECU the TC1766 was damage and the can not start at all need to make immo off for the car or repair the dumps of the car I have read it with KTAG the eepprom is ok but the TC1766 was damage can we make immo off for this car please
