2013 USA Toyota 4Runner smart key sync

Here i have attached a steering lock, immo box and smart key ecu dumps they open ignition but does not unlock steering or start car and security light continues to blink. Vehicle also does not crank and has no codes. I have 2 keys for vehicle, one works with smart entry as well and other only responds when close to the start button. if anyone can help with sync I would greatly appreciate it.

I think problem with steering lock. Replase it. Read dump from 93c46 and write to new steering lock.

then try rezet smart and write the keys again

I tried opening 2 steering lock and in both of them I can't figure out where a small piece of tab supposed to fit. Anyone can help?
