vw fox 1.2 60 plate 2010 tried to pull pincode with several tool and program a key no joy skp 900 pincode not accepted vag tacho vag pin reader could not read pin reading says tried vag commander
Could not connect at all

You will not read pin code via OBD in this car.

Yes it is precoded, all vw after 06.2006 use precoded and 7th byte in key. are you try from motor ecu?

I don't think Fox use CS precoded chip. Standard ID48 or CAN ID48 should be enough.
