2012 IS250 no steering lock after reset immo

I have a 2012 IS250 (US) that after a immo reset it took one key but the immo light continues to blink. The smart key works in every function but the car won"t crank The immo light continues to blink even with ignition on. I cannot add another key either. The steering never unlocks and if i try and reset the immo again it conmpletes succesfully but one key still remains in the memory. Here is my smart ecu dump. can anyone tell me if it looks ok? Is there a key stored? And does anyone have a reset file for it?
