Vw tourage '04 key prog

Hello everyone, I have a vw tourage '04 aftermarket key programming. I have CS and pin but can't program the key, it's a Manchester 46, not a dealer key. Trying with vvdi commander. Won't program it. Any ideas why?????? I am new to vw key programming.

Thank you but the dealer won't give out the pin codes, and the pin code I read was from the vvdi commander and that is not the same as the dealer, isn't it? You think that's is same code?

if you have right pincode use vcds and adapt key what else do you need if pincode is wrong vcds wont let you in.

thank you, so the vvdi commander pin code is the same as the dealer? if so, then how do i program the aftermarket key? i am new to vw key programming.
