VOLVO XC90 2004 NOT START DTC CEM-6C48

I need your help friends, my client reports that his 2004 Volvo XC90 always starts the engine on the first attempt. But if he turns it off with the key turning, it can no longer start immediately. makes several attempts to start but can no longer start until waiting 24 hours at rest. Then the engine starts again perfectly and can run all day without shutting down the engine. but if you turn off the engine with the key, the engine will not restart and you have to wait the next day to restart.
I have scanned the CEM and I have a DTC CEM-6C48 (transponder type signal defective)
The client asked the locksmith to program a new key and the problem persists with the new key as well.
