is there any tool can read and write insignia edc17c19 adn c59 by obd ?
china clone or orginal tool ?

depends .If there is protection -you mast open ecu ,if not -kess can read this ecu .In My opel there was not protection ,so with kess clone -read and write obd.Car batery charger on batery when reading and programing .

Only the first versions of c19 was working on OBD .

For the safety , you should do them on bench or boot - depend of the tools you own.
