Anybody knows Microcar Flex dashboard?

How can I calculate this?
Eeprom is only FF.
I have attached:

if it only reads FF, then its maybe an idea to solder your wires :P

I did not see +5 or +12 volts connected.How can You read without power?

No, 5V is connected.
Ground is not.
