There is damage in the 28f400 dump. and try to write a dump to the new intel 28f400. I think she is dead.

dump CEM is good ... start the machine repair with diagnostics and troubleshooting of wiring or fuses!!!

Usually this error is from poor joints when re-soldering the flash chip.
