I have a faulty PCF7991AT Eeprom chip from Hyundai BCM due to corrosion water damage.

Can I purchase a new PCF7991AT and replace? Id so do I need to program the new eprom and how?

You can replace this IC with new or used one.
No need to program anything.
There is no non-volatile memory inside.

Key will not require reprogramming after replacement.
This IC doesn't contain keys's data.
