Swirl Flap delete Z19DTH

is it possible to delete the swirl flaps from this engine... not delete the fault code rather stop the swirl flaps from working? the motor is still connected and even though I have removed dtcs the flaps still open and close... is it possible to map them out so motor is no longer working??

I have 3x swirl flaps glued however 3rd one is conencted directly to motor and worked glue loose
