Clone EDC17C64 help please

Hello everyone,
I have a damaged VW golf EDC17C64 ECU that i need help with cloning.
I have tried all i can with no success at all.

The original ecu can be read via k-tag with no problem
original software was 04L906021N 5518

The used ecu has same HW but seller could not tell me SW number
The SW number in used ECU is 04L906021M 5517

I read both eprom and flash with k-tag from both ECU.
I have used TANGO dump modification to only modify eprom at this stage, i have not changed flash data.
I have modified VIN, comp, MAC, login etc to match to original ECU, but in vehicle car does not start "SAFE" on dash and code P1570 (ECM disabled) is present and ECM not authorised in dash cluster

If i use TANGO and modify all VIN, comp, MAC, login etc, BUT select IMMO OFF, car still does not start "SAFE" on dash and code P1570 (ECM disabled) is NOT present, but ECM not authorised in dash cluster is still present.

I have cloned edc17 before with immo4, but this is immo5 and is giving me a headache!!

Any help would be greatly appreciated!
