Yes, there are 280 on the flow meter for minutes and then shows 520

This is correct. The actual value is based on MAF-Sensor. There is no flow-sensor for EGR. Engine-ECU compares request EGR with MAF-Sensor value.
Example: If engine takes 520mg/stroke of Gas and EGR-flow shall be 50%, Actual EGR value will show 260mg/s, because 50% come from Air-Cleaner through MAF-Sensor and the other half comes from EGR.
If EGR is off, all the air comes from Air-Cleaner. Right?
In your picture, Engine wants EGR value of 235mg/s and act value is 505mg/s. All good! This means EGR is off.
You can compare EGR act-value with MAF-value. It is the same. But good to double check.

As the EGR is disconnected this is a fault in the engine. Is it to stay connected?

May I ask, why it is nessecary to set Hysteresis Map No. 5 to Maximum(65535)? I thought it should be set to zero. Maybe I am wrong, but I would like to know why.
