BAL LOCKS

Hi All - I have read all the posts on the ST1300, where the eeprom is and where to look for it , did both - but have had no joy.
Have been told that because it is a ex Police bike may not have the Hiss system, even though the tank has a HISS label on it.
Tried to start the bike with a non transponder, all lights come on but have no spark and no fuel. F1 light flashes 1 long 2 short.
Customer, says was working fine before keys were stolen, so bit stumped on what else to do?
Can anyone help on this.
