2016 transit custom

Hi I have a 2016 transit custom that had front end crash and broke ecu, I've done module insulation in ids and fitted second hand ecu.

I have 1 key that came with the van that fits ignition and doors and have bought 1 new key and had blade cut.

Have rang locksmith to program keys but he is saying I need another new key as the one that came with the van can not be reprogrammed.

Is this correct, or is he talking bull?

May 2016 was a change over from ID63 that can be reprogrammed to ID47 that I'm sure can't be reprogrammed
