08 fiesta speedo help

hello. helping a friend to solve hes problem . 08 fiesta in Europe kilometers stock at 120000 won't
count anything, it was like that since they bought , they noticed it later but there was no way to
return the car or anything like that . my toughs is that some one manipulated the kL and possibly
corrupt the dump as every thing working just fine!.
my question is , can it be fixed with good dump? thanks in advance

this is for fiesta 08 onwards ,, if your car is the older one , tell me so i would send another dump

it's 2008 . is this eaprom or flash?
can i do it with carprog obd? or cluster needs to be removed ?

can any one tell me if car prog can read it obd ?
