Fiat Panda keys problem

Hello. I have problem with keys in my Panda. Its hard to turn the key in the ignition or in the doors. I want to replace the lock inserts with new keys. I have old coding card and the new one bought with keys. How to get this working ?

make a new key from the code card at your local locksmith and regenerate ignition and doors
