KESS V2 - repair

I found such KESS to be repaired. After connecting the error appears: External exception EEFFACE. This is not the fault of the card because I checked. The element which I marked in the picture gets very warm. Can replacing this element help? Is it a profitable repair?

You can try to start with mesure the voltage on pin 14 (where you must have +5Vcc). The ground is on pin 7 (0 Vcc).
If this minimal conditions are good, then you can try to replacing this IC. The price of this IC is insignifiant
