There are three ways to solve this problem:

1- TMPro2.
2- add the key with a diagnostic device.
3- unlock ECU by immo emulator.

I was looking at TMPro2 which just happens to be the only tool I don't currently own. The software to do this small handful of cars is $700 plus the device $250.

Add key with diagnostic device requires pin code?

Never heard of immo emulator....

What is the most cost effective solution?

Well ... for me, the emulator because I designed it and my company produces it :)

I was able to connect to vehicle with FVDI yesterday and loaded eeprom file from key learn menu, then it accepted code, key learning failed though. I was using VW Id48 chip. Is that the correct chip type or is it something special?

Thank you so much. I was able to complete job used VVDI prog to read eeprom 93C66 then used FVDI under Porsche module, select 97-2004 Boxter, then learn key function, load dump file, it will display transponder currently in ign and all keys programmed, select slot to learn key and it warns of overwrite position, learn key and message was key learn failed.... but after exiting the system and go back through again it shows new transponder Id in the programmed keys list. Disconnect from key and vehicle started. Success !! without spending big money on TMPro. Thank you to everyone for all your help!
