Vectra C no communication

I have customer with Vectra C 2003 1.8 petrol for spear key - Connected FVDI no communication with any ECU

Connected Autel the same

Checked OBD

12V on pins 4-5 and 16

60 omh on pins 6 and 14

everiting looks OK but can't see any ECU

Yes when check between pins 4-5 and 16 there is +12V
