Bosch 0261206261 ecu immo

Hi good day, i need some advice please. I have jetta 4 2.0lt and it gives me a start block by immo. Can the serial eprom loose the program, because if i try to read the chip with a reader it says chip is empty.
I would appreciate if anyone can shed some light on this.

Which programmer you use for read eeprom?
