RAV4_2001_B2796 IMMO ISSUE_FILE REQUEST

I have Rav4 won't start showing code B2796 No communication in immobiliser system.
but the car its don't have immo and no chip on the key. I hope the ECM re flash EEPROM with same dump file wiil fix. so anyone have the same dump without immo ECU. Pls help if any one requesting to share.

I already check the fuse that located on the engine compartment . its blank .

Car data: RAV4, 2001, 1AZ-FE / MT 4X4

ECU No. 89661-42750, Eeprom type: AT25080
