Citroen C3 SAGEM ECU S2PM-381 virgin or PIN write in eeprom

Hello, I have a Citroen C3 without original ECU, I bought a second hand ECU and read the eeprom 95080 (I attach the file from SH ECU). What is the best way to start the car? I read that this ECU can be done virgin (I do not have a solution), or modify manual the file and change the pin code (I do not have the pin code from SH ECU, I can read the car PIN from BSI).

2VTS is the pin from SH ECU, if I have the pin from BSI and write it by hand in sh eeprom the car will start?
