VVDI2 VAG all key lost, how to?

hi, guys plz help me,
in the instruction 5. load original eeprom dump via OBD
but after that i saw the message "No Key Detected' on dash and make dealer key not working
what i am doing wrong?
that's was on two different cars

did you take clocks out
take clocks out read eeprom, prepare service file write it to eeprom, put clocks back make key

dealer key should not work, it shoud be learned
