i get 7.6v at the one stabilizer. should i replace it or is there a work around it? not sure where I'm going to find a 7809 ic

I have one "mine" that's I was thinking works ok after my repair but today I had chance to test and not worked. Also one from car I actually found problem resolved but still not ok, hard to think had 2 problems at same time. In practice I do repair them mostly successfully with common problem ( not talking about bad solder on big cap or coil) but other trick I know, but looks I not know all possible problems. I also tested on separated board 3 small tssop logic IC that sometimes goes dead one or more gate of it... I mostly suspect while removing fets and diode and other parts that some pins on pcb damage, becouse also inner layer on pcb, not only top and bottom. If someone can more help to offers.....
