i need help for immo off

vw 8d0907557c

i try by myself but after deconnect battery immo on

but new eeprom WP and soldier with 7th leg lifted - job done

wp ok leg 7 lifted and solder to leg 8
in vcds adaptation channel 91 value 1=immo off
but car don t run
i have dtc 16989 p 1605 internal control module
i think my immo off is not ok
