Peugeot Bipper no start error

I have a problem with peugeot bipper the car does not start it has a padlock light so checking and seeing that the system is manipulated I think the engine unit does not belong to the car can someone help me to synchronize ecu with bcm? immo off always takes 5 minutes to remove the lock light and activate ecu to start

Do you have connection with the engine ECU for diagnostic?

I asume that your existing key is in the black list and you must program new key
