2006 toyota bb qnc21 snart key help

hey ive tried looking around on this forum and havent been able to find any help.
i recently purchased a japanese imported toyota bb qnc and was wondering if anyone has worked with these before.
i purchased it with a lost smart key, i towed it to my local automotive locksmith and his able to get the car started but unable to program the smart key i purchased second hand.
i also tried buying a mini vci and connecting techstream but even thats not giving me any options to program the key.
i have a feeling its something to do with the factory immobilizer

any help would help thanks.

Is that toyota smart access or non smart ? Is there a black button on the outside driver door handle, and below the steering wheel to the right of obd2 there should be a key button.

i also bought second hand genuine keys from yahoo auctions hoping to program it.
im thinking i need to somehow wipe the master key, but cant find a feature to do so.
trying to learn and see if i can find a unit to use flash the eeprom but not sure where to search.

You should be able to reset immo. With toyota smart key dongle (Orange).. remember there a wedge chip inside the smart fob case. The remote section is on its ow.
