Have you ms 40.1 or ms 41 ? there are diferent, What you mean with quick episode?

Same car in both videos, i can make only like this. :D 40.1 like yours ecu

I think there are some rpm limiters working like one have max rpm and second are rpm where are rpm falling from first one, before can increase to first one again.

Shots from exale? You meant Shots from exhaust?

Everything is possible but you have to be more precise and wrote things properly if asking something here.

Can someone help me with this hard limiter?
I found a speed limiter however I can't find this hard limiter.
