Abrites fault by internet diagnostic

maybe anyone can help me with this problem.
when i try to open the online diagnostic for ex Mercedes or BMW
i keep getting " Unable to create process (193)".
anyone know how to solve this problem?
i have good internet connection.
and also can diagnose the car offline without any problem.
its only the internet diacnostic i cant open.

yes your write Tam.
had first the old one for 10 years and it stopt working recently.
sent it in for repair they sayed can't be repaired, its to old (shady anwser).
