VW touareg Kessy Eeprom brocken?

Hi mates. I cant add keys to Touareg. I see 2 keys adapted in VCDS, but immo is active and no faults. When i enter login - els unlocks and i can turn on ignition. When i try to add keys - i see 0 keys added and cant turn on ignition. When I disconnect baterry for a while - I see 2 keys adapted again. It seems like eeprom cant be changed even if I try to do it.
What can it be? Kessy fault?
After reconnection baterry i get 00003-14 Control unit faulty
